Kick-starting new wave of Household Expenditure Survey: C&T Solutions develops e-system for C&SD
Hong Kong, August 29, 2018 - Under the Standing Offer Agreement for Quality Professional Services 4 (SOA-QPS4), C&T Solutions is working on the Government project of system analysis & design (SA&D) and system implementation & integration (SI&I) for the operations of the upcoming 2019/20 Household Expenditure Survey (HES). HES is conducted once every five years by the Census and Statistics Department (C&SD) to collect up-to-date information on the expenditure patterns of households in Hong Kong.
The 2019/20 HES is going to take place over the 12 months from October 2019, with a sample size of 12,500 quarters from which about 7,000 households expected to be co-operative. During the survey period, fieldwork staff will use the e-system to arrange schedules for fieldwork time-logs, and keep records of the interviewed households and their members’ recent and regular expenditure. Each household will complete a set of questionnaires with some 2,500 data fields, and the collected data will then be edited, coded and entered into the HES system for data validation and analysis. Different access levels will be granted to supervisory staff for online browsing and exporting data files.
To facilitate the coming round of the territory-wide survey, C&T Solutions has kick-started the development of a new HES system to fulfill these latest data processing and analysis needs of the 2019/20 HES. The system is expected to help smooth the operational procedures and enhance data security.
The HES data and results will proceed for further imputation and tabulation to compile the 2019/20-based monthly Consumer Price Indices (CPIs) by late 2020. C&T Solutions and C&SD will join hands to ensure the smooth going of the 2019/20 HES with a reliable system that streamlines and enhances the survey’s massive operations and statistical management.
