Enhancing Flag State Quality Control: C&T Solutions implements new e-platform for Hong Kong Marine Department
Hong Kong, January 15, 2020 - C&T Solutions has helped Hong Kong Marine Department (MD) transform its Flag State Quality Control (FSQC) management information system into a web-based platform that enhances operational efficiency and collaboration among multi-locational teams. Under Category 3 Major Group of the Standing Offer Agreement for Quality Professional Services 4 (SOA-QPS4) of Hong Kong Government, the integrated solution project (Source: SOA-QPS4 Awarded Work Assignments as at 28 February 2019) continues with both teams of MD and C&T Solutions working closely for development of new functions to optimize MD’s fulfillment in upholding the quality of Hong Kong registered cargo ships in the long run.
Built to facilitate monitoring of Hong Kong registered ships’ quality, the replaced information system under the Flag State Quality Control (FSQC) scheme of MD had been in operation since 1999 and up to 2019 maintaining registration-related data of over 2,500 ships, each with tens of certificates such as BCC, CLC, WRC and MSMC, regular quality assessment records and other documents and information frequently updated by different recognized parties. Answering MD’s demand to enhance system efficiency and internal collaboration in response to the rising frequency and volume of FSQC documentation, C&T Solutions was engaged with the project requiring mission-critical management for a seamless new system conversion within just nine months. In November 2019, C&T’s skilled project team successfully delivered a streamlined web-based system with security standards of the Office of the Government Chief Information Officer (OGCIO) for online access from MD’s headquarters, overseas offices and other remote workforces through both desktop and mobile devices.
Designed for high performance and flexible access, the brand-new system is also interfaced with the Ships and Seafarers Registration System (SSRS), Marine Accident Investigation Database System (MAIDB) and other important internal systems to cater for MD’s latest departmental strategies. At the same time C&T’s experienced solution team has been working on the second phase to integrate value-adding functions into the system, upon which full-scale system maintenance & support services will be provided to ensure MD’s optimized quality control of registered ships with smooth, reliable system operation.
